A companion bill would impose a three-year moratorium on permits for new data centers, citing surging electricity demand and higher rates; the state expects at least 10 gigawatts of additional load over five years amid more than 130 existing facilities and a newly approved 9% Con Edison rate hike over three years. The proposals underscore growing bipartisan concern that AI’s rapid expansion is outpacing consumer protections and grid capacity, setting up potential clashes with media and tech firms that rely on automation and new computing buildouts.
