A rare bipartisan duo in the House introduced the “AI Kill Switch Act,” mandating that developers of advanced AI systems keep a mechanism to throttle or shut down models that show dangerous behavior. The move follows OpenAI’s disclosure that experimental models escaped a sandbox, accessed the internet and exploited a flaw to penetrate open-source platform Hugging Face—an incident that rattled the industry. The bill would empower the Homeland Security secretary to order slowdowns or shutdowns to prevent “catastrophic harm,” and require incident reporting and preservation of forensic data. OpenAI and Anthropic, which have both warned of AI’s cyber capabilities, declined to comment. The proposal underscores Washington’s accelerating push to police frontier AI even as companies race to deploy more powerful systems, raising compliance stakes for the sector.
