President Trump signed an executive order directing a push for a uniform federal framework on artificial intelligence, aiming to preempt state rules that the administration says hinder innovation and interstate commerce. The order creates a Justice Department AI Litigation Task Force to challenge state AI laws, instructs the Commerce Department to identify onerous measures, and ties certain federal broadband and discretionary grants to states’ alignment with the federal approach. It also calls on the FCC to consider a national AI reporting and disclosure standard and asks the FTC to clarify when state mandates that alter “truthful” AI outputs conflict with federal law. The White House will propose legislation to establish a preemptive national standard with carve-outs for child safety, state procurement, and infrastructure. The initiative sets up likely legal and political battles with states that have pursued their own AI rules, while signaling a lighter-touch regulatory stance designed to favor rapid deployment and investment.
