Commerce circulated export-license applications to the State, Energy and Defense Departments, which have 30 days to weigh in, though the final decision rests with the president. The prospective reversal of Biden-era curbs drew criticism from security hawks who warn that supplying advanced chips to China could bolster Beijing’s military and narrow America’s AI lead.
