Albania unveiled what it calls the world’s first AI-generated government “minister,” a virtual adviser named Diella that will take charge of public tenders in a bid to stamp out graft. Prime Minister Edi Rama said procurement decisions will be shifted from ministries to the AI system in stages, promising full transparency over use of public funds. The rollout comes as Albania seeks to burnish its credentials for European Union accession by 2030; the country ranked 80th of 180 on Transparency International’s latest corruption index. Diella has been assisting citizens online since January, though questions remain over accountability and how the system will operate in practice.
