Former U.S. Treasury Secretary Robert Rubin warned that while the AI investment wave could deliver sizable productivity gains, it also carries underappreciated financial and social risks. Speaking at the Greenwich Economic Forum, Rubin highlighted “circularity risk” arising from interlocking commitments among AI firms, suppliers and lenders—raising the prospect of cascading failures if obligations aren’t met. He linked the sector’s heavy debt issuance to broader increases in borrowing costs, with 10-year Treasury yields at their highest since 2002, intensifying U.S. debt-service pressures. Rubin said markets are beginning to reflect concerns about fiscal sustainability and warned that persistent inflation and waning confidence in government problem-solving could amplify volatility.
